If fire break out:
Mr. Harmer observes, that it is a common custom in the East to set the dry herbage on fire; which fires, from want of care, often produce great damage. Hence a law to guard against such evils was highly expedient.

so that the stacks of corn:
"And Samsonª went² °¹ and caughtª ° threeª hundredª foxes,ª and tookª ° firebrands,ª and turnedª ° tailª to¹ tail,ª and putª ° aª firebrandª in the midstª between¹ twoª tails.ª ... And when he had setª ° the brandsª on fire,ª he let [them] goª ° into the standing cornª of the Philistines,ª and burnt upª ° both the shocks,ª ¹ and also¹ the standing corn,ª with¹ the vineyardsª [and] olives.ª" {Jdg 15:4-5} + "Therefore he saidª ° unto¹ his servants,ª See,ª ° Joab'sª fieldª is nearª mine,ª and he hath barleyª there;¹ go² °¹ and setª ° it on fire.ª And Absalom'sª servantsª setª °¹ the fieldª on fire.ª ... Then Joabª arose,ª ° and cameª ° to¹ Absalomª unto [his] house,ª and saidª ° unto¹ him, Wherefore¹ have thy servantsª setª °¹ my fieldª on fire?ª" {2Sm 14:30-31}

he that kindled the fire:
"For¹ all¹ mannerª of trespass,ª [whether it be] for¹ ox,ª for¹ ass,ª for¹ sheep,ª for¹ raiment,ª [or] for¹ any manner¹ of lost thing,ª which¹ [another] challengethª ° to be his,¹ ¹ ¹ the causeª of both partiesª shall comeª ° before¹ the judges;ª [and] whom¹ the judgesª shall condemn,ª ° he shall payª ° doubleª unto his neighbour.ª" {Exd 22:9} + "And if¹ it be stolenª °° from¹ ¹ him, he shall make restitutionª ° unto the ownerª thereof." {Exd 22:12} + "And if¹ a manª shall openª ° a pit,ª or¹ if¹ a manª shall digª ° a pit,ª and not¹ coverª ° it, and an oxª or¹ an assª fallª ° therein;¹ ... The ownerª of the pitª shall make [it] good,ª ° [and] giveª ° moneyª unto the ownerª of them; and the deadª ° [beast] shall be¹ his." {Exd 21:33-34}
