who is:
It seems to have been a general opinion, that if God appeared to men, it was for the purpose of destroying them. And indeed most of the extraordinary manifestations of God were in the way of judgment; but here it was widely different. God did appear in a sovereign and extraordinary manner; but it was for the instruction, direction, deliverance, and support of his people.
1. They heard this voice speaking with them in a distinct, articulate manner.
2. They saw the fire, the symbol of his presence, the appearances of which demonstrated it to be supernatural.
3. Notwithstanding God appeared so terrible, yet no person was destroyed; for he came not to destroy but to save. "Did [ever] peopleª hearª° the voiceª of Godª speaking¹ out²° of the midstª¹ of the fire,ª as¹ thou¹ hast heard,ª° and live?ª°" {Deu 4:33}
all flesh:
"And Godª looked²° upon¹¹ the earth,ª and, behold,¹ it was corrupt;ª° for¹ all¹ fleshª had corruptedª°¹ his wayª upon¹ the earth.ª" {Gen 6:12} + "The voiceª said,ª° Cry.ª° And he said,ª° What¹ shall I cry?ª° All¹ fleshª [is] grass,ª and all¹ the goodlinessª thereof [is] as the flowerª of the field:ª" {Isa 40:6} + "Thereforeª byª the deedsª of the lawª there shall²° noªª fleshª be justifiedª° in his² sight:ª¹ forª byª the lawª [is] the knowledgeª of sin.ª" {Rom 3:20}

"And Joshuaª said,ª° Hereby¹ ye shall knowª° that¹ the livingª Godª [is] amongª you, and [that] he will without fail²° drive outª° from beforeª¹ you¹ the Canaanites,ª and the Hittites,ª and the Hivites,ª and the Perizzites,ª and the Girgashites,ª and the Amorites,ª and the Jebusites.ª" {Jsh 3:10} + "My soulª thirstethª° for God,ª for the livingª God:ª when¹ shall I comeª° and appearª° beforeª God?ª" {Psa 42:2} + "My soulª longeth,ª° yea, even¹ faintethª° for the courtsª of the LORD:ª my heartª and my fleshª crieth outª° for¹ the livingª God.ª" {Psa 84:2} + "But the LORDª [is] the trueª God,ª he¹ [is] the livingª God,ª and an everlastingª king:ª at his wrathª¹ the earthª shall tremble,ª° and the nationsª shall not¹ be able to abideª° his indignation.ª" {Jer 10:10} + "I²² makeª°¹¹ a decree,ª That¹ in everyª dominionª of my kingdomª men trembleªª° and fearª° beforeªª the Godª of¹ Daniel:ª for¹ he¹ [is] the livingª God,ª and stedfastª for ever,ª and his kingdomª [that] which¹ shall notª be destroyed,ª° and his dominionª [shall be even] untoª the end.ª" {Dan 6:26} + "Butª Jesusª held his peace.ª° Andª the¹ high priestª answeredª° and saidª° unto him,ª I adjureª° theeª byª the¹ livingª° God,ª thatª thou tellª° usª whetherª thouª beª° the¹ Christ,ª the¹ Sonª of God.ª" {Mtt 26:63} + "Andª saying,ª° Sirs,ª whyª do¹ ye²° these things?²¹ Weª alsoª areª° menª of like passionsª with you,ª and preachª° unto youª that ye should turnª° fromª these²¹ vanitiesª untoª the¹ livingª° God,ª whichª madeª° heaven,ª andª earth,ª andª the¹ sea,ª andª all thingsª that¹ are therein:ªª" {Act 14:15} + "Andª whatª agreementª hath the templeª of Godª withª idols?ª forª yeª areª° the templeª of the livingª° God;ª asª Godª hath said,ª°² I will dwellª° inª them,ª andª walk inª° [them]; andª I will beª° theirª God,ª andª theyª shall beª° myª people.ª" {2Co 6:16} + "Forª they²°¹ themselves² shewª° ofª usª what mannerª of entering inª we hadª°°° untoª you,ª andª howª ye turnedª° toª Godª fromª idolsª to serveª° the livingª° andª trueª God;ª" {1Th 1:9}
