royal apparel:

blue:
or, violet, "[Where were] white,ª green,ª and blue,ª [hangings], fastenedª ° with cordsª of fine linenª and purpleª to¹ silverª ringsª and pillarsª of marble:ª the bedsª [were of] goldª and silver,ª upon¹ a pavementª of red,ª and blue,² ¹ and white,ª and black,² marble.² ¹" {Est 1:6}

and with a great crown:
Mordecai was now made the chief minister, or vizier, instead of Haman; and was accordingly invested with the "royal apparel," in conformity to the custom of the East. So we are informed, in the History of the Revolt of Ali Bey, that on the election of a new sheikh bellet, or chief of the country, in Egypt, the pasha who approves of him invests him with a robe of valuable fur. Perhaps the crown was one of the insignia of the office of vizier. Concerning the blue, fine linen, and purple; see note on "And blue,ª and purple,ª and scarlet,ª ª and fine linen,ª and goats'ª [hair]," {Exd 25:4}, and see note on "And they madeª °¹ coatsª [of] fine linenª [of] wovenª ° workª for Aaron,ª and for his sons,ª" {Exd 39:27}.

the city:
Haman was too proud to be popular. Few lamented his fall. "The postsª ° went out,ª ° being hastenedª ° by the king'sª commandment,ª and the decreeª was givenª ° in Shushanª the palace.ª And the kingª and Hamanª sat downª ° to drink;ª ° but the cityª Shushanª was perplexed.ª °" {Est 3:15} + "When the righteousª are in authority,ª ° the peopleª rejoice:ª ° but when the wickedª beareth rule,ª ° the peopleª mourn.ª °" {Prv 29:2}
