For the head:
Dr. Jubb transposes the former part of "And the headª of Ephraimª [is] Samaria,ª and the headª of Samariaª [is] Remaliah'sª son.ª If¹ ye will not¹ believe,ª° surely¹ ye shall not¹ be established.ª°" {Isa 7:9}, and renders, "Though the head of Syria be Damascus; and the head of Damascus Retzin; and the head of Ephraim be Samaria; and the head of Samaria Remaliah's son; yet within threescore and five years Ephraim shall be broken, that he be no more a people." This renders the passage perfectly clear; and the prophecy received its full accomplishment when Esarhaddon carried away the remains of the ten tribes. "Then Davidª putª° garrisonsª in Syriaª of Damascus:ª and the Syriansª became¹ servantsª to David,ª [and] broughtª° gifts.ª And the LORDª preservedª°¹ Davidª whithersoever¹¹ he went.ª°" {2Sm 8:6}
within:
"For¹ before¹ the childª shall have knowledgeª° to cry,ª° My father,ª and my mother,ª¹ the richesª of Damascusª and the spoilª of Samariaª shall be taken awayª° beforeª the kingª of Assyria.ª" {Isa 8:4} + "The burdenª of Damascus.ª Behold,¹ Damascusª is taken awayª° from [being] a city,ª¹ and it shall be¹ a ruinousª heap.ª ... The fortressª also shall ceaseª° from Ephraim,ª¹ and the kingdomª from Damascus,ª¹ and the remnantª of Syria:ª they shall be¹ as the gloryª of the childrenª of Israel,ª saithª° the LORDª of hosts.ª" {Isa 17:1-3} + "Then the kingª of Assyriaª came upª° throughout all¹ the land,ª and went upª° to Samaria,ª and besiegedª°¹ it threeª years.ª ... that it be not a people:
Heb. from a people, "And she conceived¹ again,²°¹ and bareª° a daughter.ª And [God] saidª° unto him, Callª° her nameª Loruhamah:ª° for¹ I will no¹ moreª°¹ have mercy²° upon¹¹ the houseª of Israel;ª but¹ I will utterly²° take them away.ª° ... Yet the numberª of the childrenª of Israelª shall be¹ as the sandª of the sea,ª which¹ cannot¹ be measuredª° nor¹ numbered;ª° and it shall come to pass,¹ [that] in the placeª where¹ it was saidª° unto them, Ye¹ [are] not¹ my people,ª [there] it shall be saidª° unto them, [Ye are] the sonsª of the livingª God.ª" {Hsa 1:6-10}
